Listed as NOS and functional but it was rusted and broken. However, the seller did state that he would refund me for the item, shipping and return shipping. I just mailed it back yesterday so I hope that's the case. He was responsive.

Almost 75% of shipment was not adequately packed and arrived in pieces packed in rum soaked damp shredded paper in a thin cardboard box. So disappointing. Response from seller was "make an ebay claim".....
